NEW ORLEANS: Already Flooded and Hurricane Coming

UPDATE (11:00 a.m. ET): Louisiana Governor John Bel Edwards has declared a state of emergency and ordered mandatory evacuations for 10,000 people in Plaquemines Parish, which was devastated by Hurricane Katrina in 2005. (USA Today)

Parts of New Orleans are already underwater due to flooding and now a hurricane is predicted to hit the city by the end of the week.

The city was hit by as much of seven inches of rain during a three-hour stretch on Wednesday morning, according to forecasters. They also said the current storm is predicted to transform into a hurricane by Friday.

The flooding was so bad that some residents took to kayaks to travel the streets.

And it’s likely going to get worse. Forecasters predict that Louisiana could get up to a foot of rain by Monday, with some areas getting drenched with up to 18 inches. (USA Today)
